Halifax Regional Fire & Emergency (HRFE) is currently searching for two (2) Deputy Chiefs to join our strategic leadership team in our Operations Division as well as Performance & Safety (Executive Officer) Division.

HRFE serves and protects over 419,000 citizens over 5577 km² and is comprised of 2 operational services as required by various provincial legislations / municipal bylaws and proudly holds the distinction of being the oldest fire department in Canada.

1) Fire Services are provided through a composite structure (fulltime & volunteer) and formed under the authority of the Fire Safety Act / Municipal Act and outlined in the Halifax Regional Municipality Administrative Order #24 and based on the three lines of defence: Public Education, Fire Prevention (Inspections & Code Enforcement), and Emergency Response. Since 1754,      HRFE has been dedicated to public safety and to preserving the quality of life of our citizens, our environment and our visitors with approximately 450 career and 530 volunteer firefighters          who respond out of 51 fire stations throughout the Halifax region providing a full range of services including:
     Public education
     Fire prevention – fire inspection / code enforcement and fire investigation
     Fire suppression and specialty rescues
    o Technical rescue (high/low angle rope, trench, collapse, machinery and confined space), auto extrication, ice / water rescue and boat operations.
     Hazardous materials response – chemical, biological, radioactive, nuclear and explosive
     Special and community events
     Emergency medical response

2) Emergency Management (EM) is a legislated responsibility under the Emergency Management Act (Chapter 8 of the Acts of 1990) to ensure readiness in the event of a natural or manmade      disaster. The program components include: community risk analysis, hazard identification, disaster planning and exercises, response and recovery strategies, as well as managing the                Municipality’s Emergency Operations Centre (EOC) and the emergency plan.

Reporting to the Fire Chief, the Deputy Chief is responsible for providing leadership and direction to the divisions within a portfolio of responsibility.

Operations – Oversees Fire Operations, including emergency response and fire suppression activities, throughout the municipality.

Logistics & Support – Oversees all Support and Logistic functions including; Public Education, Fire Prevention, Training / Professional Development and Emergency Management.

Performance & Safety (Executive Officer) – Oversees the innovation, technology and communication division. Monitors the performance of the organization against established goals, standards & legislated requirements. Acts with the authority of the Fire Chief on matters related to finance, human resources, labour relations, employee wellness and safety.

The Deputy Chiefs will work as a team and rotate through these portfolios at the discretion of the Fire Chief, to build a breadth and depth of knowledge and ensure effective and efficient delivery of emergency services within Halifax Regional Municipality. As part of the HRFE Fire Strategic Team, you will help guide the strategic direction of the organization in achieving its goals and objectives while supporting and developing the members of your team. Deputy Chiefs are responsible for planning, organizing, coordinating, and directing the delivery of a variety of emergency services and programs to serve the citizens of the Halifax Regional Municipality.
